Recognising this, the Government of India has prioritised NER development through policy support and infrastructure initiatives. Central ministries are mandated to allocate 10% of their budgetary resources to the region, and dedicated institutions like the Ministry of Development of North Eastern Region (DoNER) have been established to accelerate growth.
CSR Contribution in North East India
Corporate Social Responsibility (CSR) has played a key role in India’s development since its mandate in 2014. However, the North East continues to receive a disproportionately low share of CSR funding. Between 2018 and 2023, the region received only about 0.16% of total CSR funds, while major states such as Maharashtra, Karnataka, and Gujarat accounted for over 27%.
Key Challenges in CSR Implementation
The region faces several challenges in attracting CSR investments. Limited presence of companies, lack of infrastructure, and insufficient data on CSR impact reduce visibility and participation. While education and healthcare dominate CSR spending in the region, there is a need for better planning, transparency, and sector prioritisation to maximise impact.
Way Forward for Strengthening CSR in NER
To improve CSR engagement in the region, policy-level interventions and collaborative efforts are required. Establishing CSR hubs or project management units at the state level can help streamline activities. Capacity-building initiatives for local organisations, improved data systems, and collaborative funding models can strengthen the CSR ecosystem. Encouraging companies to allocate a defined portion of their CSR budgets to NER can also help bridge the gap.
